After reading this article, I felt that these people are not from this planet.

They are talking all nonsense things which could be put in much better things. 23000 is next to impossible if
1) Growth is 8%
2) Inflation is down to sub 5%
and 3) there are lot of buying from domestic fund houses than FII. FII are killing the local market bigtime. Investors should understand it well.
